Environmental Impact Assessment Public Notice (Second Announcement) for Jiangsu Kangrui Ecological Agriculture Co., Ltd.'s 900,000-bird Modern Egg Chicken Farming Base Project
Jiangsu Kangrui Ecological Agriculture Co., Ltd. plans to build a "900,000-bird modern egg chicken farming base project" in Group 2, Hanyang Village, Chengdong Town, Haian County. In accordance with national environmental protection laws and regulations, and commissioned by Jiangsu Kangrui Ecological Agriculture Co., Ltd., our company has conducted an environmental impact assessment of the project. The results of the project's environmental impact assessment are hereby announced as follows:
I. Project Overview: Project Name: Jiangsu Kangrui Ecological Agriculture Co., Ltd.'s 900,000-bird Modern Egg Chicken Farming Base Project; Construction Unit: Jiangsu Kangrui Ecological Agriculture Co., Ltd.; Construction Location: Group 2, Hanyang Village, Chengdong Town, Haian County; Construction Scale: The project covers an area of approximately 138,331 square meters, with a total construction area of approximately 37,022 m2. This includes approximately 22,706 m2 of chicken houses and 14,316 m2 for other facilities such as feed workshops, egg storage, and administrative buildings. Equipment to be purchased includes brooding and rearing equipment, cage equipment, granulators, and packaging machines. Upon completion, the project will have an annual inventory of 900,000 egg-laying chickens, including 225,000 brooding and rearing chickens and 675,000 egg-laying chickens (at a 1:3 ratio of brooding/rearing to egg-laying chickens). Annual egg production will be 10,800 tons, with 648,000 culled hens and 16,425 cubic meters of chicken manure.
II. Overview of the Project's Potential Environmental Impacts: During production, the project will generate odorous waste gases. If measures are not taken, this will have a certain impact on the surrounding local air quality. The project's main wastewater consists of production wastewater and domestic sewage. The production wastewater is mainly washing wastewater, and if not treated, it will have a significant impact on nearby rivers. If not treated, the chicken manure produced during production will have a certain impact on the soil or groundwater. If not controlled, the noise generated during production will also affect the surrounding acoustic environment.
III. Countermeasures and Measures to Prevent or Mitigate Adverse Environmental Impacts: Wastewater: All wastewater will enter fermentation tanks for fermentation and sterilization treatment, and then be transported via pipelines to the factory's planting area for irrigation. Waste Gas: Odorous gases will be treated using one set of biological deodorization equipment with a treatment capacity of 2000 m3/h, responsible for treating the odor generated from the project's chicken houses (including temporary chicken manure storage areas). The treated air will be discharged through a 15-meter-high exhaust stack (No. 1), effectively reducing the impact of pollutants on the regional atmospheric environment. Solid Waste: The project's solid waste, including chicken manure, will be sold as fertilizer. The construction unit is advised to sign an agreement with the relevant receiving unit. Dead chickens must be disposed of harmlessly through a contract with a qualified company. Feed residue, mostly from added feed and spillage during chicken feeding, can mostly be recovered through sweeping. Reusable materials will be reused, while non-reusable feed residue, scattered feathers, and domestic garbage will be collected by the sanitation department. Noise: By using low-noise equipment, strengthening management, and adopting sound insulation measures, noise can be effectively controlled, and factory boundary noise levels will meet standards.
IV. Key Points of the Environmental Impact Assessment Conclusion in the Environmental Impact Report: The project complies with industrial policies and the location is feasible. After completion, the project will have good economic and social benefits. During the construction phase, there will be local impacts on the atmospheric environment, acoustic environment, and ecological environment of the construction site and its surroundings. However, these adverse impacts can be avoided or reduced by adopting reasonable prevention and control measures. The impact on the environment from waste gas, wastewater, solid waste, and noise generated during operation will be minimal after the adoption of reasonable disposal measures. Therefore, from an environmental protection perspective, the project is feasible.
V. Methods and Period for Public Access to the Abridged Version of the Environmental Impact Report: From now on, for 5 working days, the public can access the abridged version of the environmental impact report at Chongqing City Jiangjin District Chengshuo Environmental Protection Engineering Co., Ltd., or contact our company, which will promptly provide the electronic document of the report for review.
VI. Scope and Main Matters of Public Opinion Solicitation: 1. Any unit or individual with environmental interests may, during the project's environmental impact assessment, submit opinions and requirements regarding the project's environmental feasibility to the construction unit and the assessment unit. 2. Any unit or individual with environmental interests may, during the project's environmental impact assessment, submit opinions and requirements for improving the project's environmental protection measures and preventing pollution. 3.
